Kevin Foster’s Reporting Stopped A Sweep Of A Homeless Encampment
For the Portland Mercury, Kevin Foster reported on a longstanding homeless encampment targeted for removal as part of an Oregon Department of State Lands restoration project.
Foster told Study Hall, “The effort was poorly coordinated and dangerously executed, culminating in a contractor—acting without legal authority—pepper spraying multiple people on site. The project was paused, likely in part due to my reporting.”
